Just tested this and it is working as expected.
The gust lock only affects the Ailerons, Elevator, and Rudder... NOT the flaps
Note: Flaps require Left Battery Bus power AND Main Hydraulic Accumuoator pressure > 1650.0 in order to actuate.
The head shake plugin is still being loaded.... from your log.txt ... "Loaded: C:\Users/Bruce/Desktop/X-Plane 11/Resources/plugins/HeadShake/64/win.xpl (com.simcoders.headshake)."
We do not have any other reports of this problem. Suggest you remove all your plugins (don't just turn them off) and then test and see if the problem is gone. If it is gone then put the plugins back one at a time and test again until you find the problem plugin.
That could be interfering, but I do not have the GTN750 to test.
You will not be able to bring the levers below flight idle until wheels are on the ground. Other than that there are no restrictions.
There is nothing in your log.txt file that indicates any problems.
What airport were you at when that happened?
The GNS530 is default X-Plane and the same between all variants of the Saab. You have a lot of plugins so might want to try removing all of them except Gizmo and see if the same error occurs.
Things are not always as simple as they may seem on the surface. All aircraft developers know that. This bug has been fixed and will be in the next update. Time to move on.

NOSE WHEEL STEERING:
There seems to be some confusion on how this is implemented.
We have provided two (2) options (selectable in user preferences).
1) Use Tiller Checked (ON) - This allows you to use the in-cockpit tiller (manipulator) to steer.
2) Use Tiller Unchecked (OFF) - This allows for mouse/hardware steering.
In addition... steering is only available when the following criteria are met:
• On the ground (WOW)
• Hydraulic PSI >= 1500
• Aircraft is moving
• Tiller is engaged (depressed)
