Now that the final version of XP12 has been released, is there any timeline for the CL650 weather radar to be implemented?

No, you will not be able to do this on your own. To be clear, you should also not expect a weather radar to be available in X-Plane 11. This is going to be a feature for X-Plane 12 once available.
