I think X-plane only changes the weather to simulate the CAT Conditions. But Xplane dont simulate different categories of ILS that vary with aircraft equipment, ground based equipment, ATC procedures, Decision Heights/Altitudes, multiple autopilots, multiple ILS receivers and aircrew training ... etc...
