I did have a customer in your same region this week with a similar issue, and he found that when he used a VPN to change his location outside of his country, the speed drastically picked up. Some kind of a routing issue going on where you are at the moment to certain servers around the world sounds like! Quote

I have an 800 mps service and I get a download speed of 300kps downloading the installation file. Running the installer I get an extimated 1 hour 20 minutes to install.
