I can't say for sure regarding the 733, but in most aircraft, the auto throttle switch is electrically latched to the "on" (or "arm") position, and cannot be engaged when the aircraft is unpowered. This would appear to be normal behavior.

Oh that makes sense. I noticed that when disconnecting A/T using the button on the thrust levers (or the associated custom command), the A/T switch on the MCP also goes to the off position, which seemed odd to me, but maybe the thrust lever button cut the power to the MCP switch?

That is right - the switch is held up magnetically in the up position when the parameters are met (power to the autothrottle computer, etc.) - when you push the disconnect button, this power is removed, the magnetic solenoid releases the switch and it is springloading to off. It will also disconnect 2s after touchdown, for example.
