Does anyone know if you need the full version of Photoshop CS or will the lighter version of Photoshop Elements suffice to add new colour schemes with Planemaker

Many thanks

+1 to Gimp, plus Gimp is also free.

Worth bearing in mind you don't have to go for the latest and greatest.  I recently picked up a copy of Photoshop Elements 7 off ebay for $20, a fraction of what Elements 11 would cost.

Going for the latest version doesn't necessarily make sense if you're not going to use it to its full potential.

That's the thing: 70% of the work I do in Photoshop (CS6) is work I could do in CS3!
