Autobrake way too soft

I don't know if the 737-300 just has so bad brakes in real life but I always have to use Auto-brake 3 or more in the 737CL, which feels like Autobrake 1/2 in the 737NG.

So my question is, are the auto-brakes really that bad in real life or is it just not simulated correctly?
