Is it best to just order the product for the listed price and then pay for shipping later?

I found a way to use paypal however it requires me to add money to the account. What is the total cost of the unit plus shipping to the US/Texas.

I want to buy this however the checkout system is not friendly. I am from the US and it doesn't have my bank. Just Western Union which is expensive. It also doesn't have shipping fee's listed. How much is shipping to the US/Texas?
