USGS Orthophotos Transparent

Why on earth are my USGS Tifs looking like this?

 

 

As you can see, I can see through the areas of the photo that should be darker... not any specific colours, or I would blame a channel mix-up (like B to Alpha).

 

Any help would be LOVED so this project doesn't just get re-stalled.

They are all like that.

Just go to threshold transparency, and set it to 0.

(Or whatever the equivalent is in Photoshop. I use gimp)
