Manipulator inconsistency: overhead, boarding lights switch

The Boarding Lights manipulator is click and drag but uses a "button" cursor (as used for toggles by the Challenger) instead of a "hand". AFAICT the manipulator is consistent with the simulated switch (3-position switch that automatically re-centers) but the cursor is not
