Flight recorder TEST

Hello,

I just followed the Pilot Quick Reference Handbook and think the Flight Recorder Test does not work correctly.

The QRH says:

Quote

Place switch to TEST. This powers the tape motor and the "OFF" light will extinguish. Put
switch to normal.

I have Ground Power applied but when I pace the switch to TEST, the "OFF" light does not extinguish.
