browser window plugin?

Does anyone know a plugin that allows to have a (browser or PDF)-window opened and "always on top" in full screen mode?

I would like to view and access charts during flight without having to open and close windows all the time. No space for a second screen and no tablet here

All X-Plane related EFBs (Electronic Flight Bags) that I'm aware of are external programs, the exception for being Flight Factor's 757 and 777, where an EFB (simply a PNG image display) is built into the cockpit.
