I was stuck with the same problem yesterday, and could never solve it.

On the MFD, DC Electrical, the APU battery showed 0V, and next to it "BATT OFF".

In my case, creating a new airframe solved it.

But that leaves me wondering if there is some kind of maintenance function for the CL60?

Only for limited items, as available in the Challenger 650 menu.

Either it's disconnected, or it's flat. Make sure it's connected in the menu as such:

If it's disconnected, connect it; if it's flat, connect the DC generator to start the APU, and the APU will charge the battery.
