ETA for TOD and a waypoint after TOD are the same

On this flight, the ETA to the TOD and the BGR are the same, even though the VOR is well down the line from the TOD.

Also, maybe this is normal, but it's creating a second TOC point. This was a direct flight from KBHB-KACK.
