On the windows managment, switch ON the passengers that you want add.

i think they not included in the latest version. I downloaded TWO TIMES the installer and the plane is empty and the window management the pilots and passengers are in ON

Make sure "Hide Passengers" is turned off (as shown). The visibility of the passengers is then controlled by the switches as shown in the picture.
