How to reduce the speed of XP11 airport ground vehicles?

Hi. Does anyone know what contrrols the speed at which vehicles such as baggage carts and fuel trucks move around airports? Is it a global setting somewhere (seems to be much the same for addon and Laminbar airports)?

I'd like to slow them down - they zip around in a more or less demented fashion by default! For now, I have simply stopped them from moving around at all (by batch editing all the apt.dat files), but if they could be slowed somehow, I could reinstate their wanderings around the tarmac... Must be a setting in a plugins folder file (?), but I can't seem to locate the relevanty file/entry.
