Popped CB that I cannot push back in Also the SuppWingAnti Ice test never completes successfully

Circuit D11 behind the pilot is popped out and I cannot push it back in.  Is there something I have done wrong here.  Also when I perform the Supplemental Ground Wing Anti-Ice test, the green test ok light never comes on

 

Not sure if they are  related, but I was hoping someone would know

 

Also, my Navigraph charts worked for one flight and has since informed me there are no available charts for every flight since

I have the same problem. Mine is the "freq conv" circuit breaker as well.
