[Closed] Can't rotate knobs on 2D panels using mouse wheel

In the 3D cockpit I can rotate with mouse wheel no problem. In the 2D panel on the left that is within a window, I can rotate the knobs with the mouse wheel... But in 2D pop-out panel on the right with no window frame, I get the little UP/DOWN symbol, but mouse wheel does nothing on the knobs. I can press buttons though.

(EDIT: This is only a problem in fullscreen mode - in windowed mode the knobs rotate on the right-hand panel in the picture)
