Same problem here.
I'm from Siberia and I do understand every single word on ruscenery.x-air.ru and still can't manage to get this library from that page. It seems like their server is shut down.
I've tried to search for ruscenery on other Russian X-Plane community websites, but still no luck - everyone just gives a link to the mentioned page.
Could anyone just upload the library?
