You could edit the apt.dar file using WED. Just open WED and navigate to the package and click open. Import apt.dat file from this airport package. Click on runway listed on right hand side window and click against runway lighting option on the right hand side lower pane. Select level of lighting and export apt.dat file (only). Check Wed manual online for better advice. I've assumed you are editing a custom airport package. If this airport is not custom simply create a custom package. Import and export package. Not apt file only. Btw if you are only editing the apt.dat and exported the apt.dat file only you will need to open the new apt.dat file. Copy the airport data and paste into the original file in custom scenery if it has multiple airports in the original file. I hope this makes sense.
