STAR w/o Runway

I think this may have been mentioned in another post already, but for the life of me I can't find it... I can't seem to enter a STAR into the FMC without entering a runway as well? Is this a bug or is this a feature of the airplane? I thought that the runway was entered during the descent, once you're in contact with APP or have picked up the ATIS? Especially if I'm flying into an airport that I don't know, I wouldn't know which runway to pick, so I'm a bit confused here :/
