I had the problem of Parking Brake staying ON everytime I used Toe Brakes on my Saitek Rudder pedals.
I am using MS FSX on Win 10 and found this solution
Goto Options - Settings - Controls
Select Saitek Pro Flight Rudder Pedals in drop down menu
Select Simple Controls not the Advance Controls
Set the Sensitivity Slider all the way to the Right
Set the Null Zone slider at about 5
Goto Control Axes
Set Brake (left axis) to the X Axis and tick the Reverse Box
Set Brake (right axis) to the Y Axis and tick the Reverse Box
