Flap operation without power

I found this bug quite early on when going through the checklists.

1. Load up the CRJ in a cold and dark configuration (No Batteries and no AC Power)

2. Operate the flaps up and down.

According to page 34 of the manual the flaps are connected to AC Bus 1 & 2 feeders, so I'd expect the flaps to be unavailable if the AC Busses are dead.

Mmmm maybe they are not assigned till the corrected bus in plane maker. Have to check out.
