Seem to be experiencing the AMD/Vulkan issue from 2020

Hi.  I recently migrated to a more powerful PC, and was finally able to use Vulkan (...not in XP12, unfortunately, but XP11).

Unfortunately, it seems that I've now run into a known issue with AMD where it buggers up in Vulkan.  I had apparently made the mistake of updating my video driver to the latest version, and had weird graphical corruption seemingly only on plugin/addon windows... like XPRealisticPro, Traffic Global... and unfortunately, the LES SAAB 340.  It looked like a bad interlacing effect.  The base game (view outside, plane interior, etc) was all fine.  Just some plugin windows and cockpit glass displays seemed affected.

The SAAB  had blank glass displays (the two monitors, and the GPS), as well as blank radio frequency displays (NAV/COM/TRANSPONDER).  With the most recent video driver, the Gizmo side menu had that interlace effect.

I downgraded the AMD video driver, and that got rid of the interlace effect (SAAB gizmo was okay now)... but I'm still left with some plugin windows being blank, or flashing the contents for a fraction of a second.  The SAAB's glass displays are still blank, as are the radio frequency displays.

I'm trying a few things, but wanted to check in here to see if someone else has experienced this, and if they have a fix for it.

I'm running a Radeon R9 390, 8gigs VRAM, 32 gigs RAM, 4GHz CPU, Win10Pro.
