Throttle lockout problem (SOLVED)

The throttle lockout is not working anymore.  I can hear the audible click, however the throttle goes through the entire range from flight idle to taxi power without having to push the lockout button.  Has worked fine but today when starting the plane, it does not engage.  All engine parts are listed as new, no damage in the maint. manager.

Any ideas?

I also loaded a new airframe and it's still doing the same
