Beech 23 instruments appear washed out

I installed the Beech Sundowner.  At night, the panel is dark, and there is no means for lighting it.  The knobs for instrument lighting and panel flood lighting do not operate, even though two semicircles with facing arrows appear when I mouse over them.

The panel renders properly, but the instruments, even in daylight, are washed out and almost unreadable.
